I've never heard of the Highway Toll Administration.

The Highway Toll Administration LLC is a legitimate private company contracted by rental agencies throughout the United States, Canada, and Puerto Rico. The HTA is dedicated to the mission of equipping all vehicles with electronic toll collection devices.

One of the services provided by the HTA is the administration of unpaid tolls incurred by rental vehicle customers. Rental agency customers are consistently a primary source of unpaid tolls within electronic toll collection systems such as E-ZPass, 407 ETR, AutoExpreso, SunPass, etc. As such, rental agencies are saddled with additional costs in processing the hundreds or thousands of unpaid tolls per month for which each agency location may be ultimately responsible.

Why did I receive so many violation notices?

Unpaid tolls are each cataloged and processed as separate events. Therefore numerous unpaid tolls while in possession of a rental vehicle may result in the receipt of numerous Notices of Unpaid Tolls.

I don't remember going through a toll without paying.

Many transportation agencies are utilizing a newer technology called "high speed tolling". You may have inadvertently gone through an "express E-ZPass Only" toll on the New Jersey Turnpike, the Garden State Parkway, or other highways that use this technology. These tolls include Pascack Valley, Toms River, Asbury Park, and Raritan toll plazas on the Garden State Parkway, and at Interchange 18W on the New Jersey Turnpike.

In order to the identify the Notice of Unpaid Toll that is yours, click here and provide us your name, rental agency location, contract number (if you have it), the date and amount of the charge on your statement (if you've been charged already), and a phone number if we need to contact you.

Furthermore, please provide the address where you would like the Notice of Unpaid Toll sent. Please allow two weeks for delivery.

Where can I mail my payment?

For E-ZPass or AutoExpreso violations, remit payment to:

I have a valid reason for not paying the toll(s).

You have the ability to appeal the Notice of Unpaid Toll by clicking here and following the appropriate links. You will receive a response with a resolution in a timely manner. In most cases you will not be charged until AFTER the resolution of your appeal.

Why is the administrative fee so expensive?

When a driver of a rental vehicle goes through a toll without paying, a series of events are triggered which are very costly to the transportation agency, the rental agency, the Departments of Motor Vehicles, and electronic toll collection service providers like the HTA.

A digital image of your license plate is taken during the Unpaid Toll in question, the ownership of the vehicle is ascertained, letters are sent to the owner of the vehicle (which is in this case the rental agency), rental agreement information is returned back to either the transportation agency or the HTA, and collection efforts are commenced. Every step in this process involves people, postage, paperwork, and technology.

It is estimated that transportation agencies LOSE $3 - 5 for EVERY UNPAID TOLL INCURRED BY THE DRIVER OF A RENTAL VEHICLE.

What happens if I refuse to pay, or dispute charges with my credit card company?

Ultimately you will be responsible for paying all tolls and/or administrative fees. Failure to pay may result in additional fees, penalties, and collection efforts. If your credit card has already been charged and you wish to dispute the charges, you are encouraged to take up the matter directly with the HTA for a faster response.
